I know that at least VTCPAK33.DLL is an eLicense file, so it seems you are having trouble with eLicense. Try doing a clean re-install of zMUD: backup all necessary files (settings, character database, etc.), write down your license code, unlicense zMUD, unistall the program, delete all remaining files, re-download the install, re-install zMUD, test zMUD, if all works - copy backup files to where they belong.
