Alt F1 brings up referance Window (or main Help Menu) and I can't disable

When I type "Alt-F1" it ignores my Macro, and brings up a help menu instead. How do I disable this feature and recover my valuable hot key?

In the pref->User Interface->Command Line Tab, there's a toggle "F1 opens Help Instead of Reference"
1) I don't want to toggle between those two, I want to disable the F1 help feature all together
2) F1 doesn't trigger this, for me ALT-F1 does

If there is a vote to remove this feature all together I would vote yes! No one is in a hurry to find help, but the F1 button is super valuable as a macro.

Thanks!

Weird, I have no such problem, Alt+F1 runs the macro as it should for me although it has to be the left alt.

Thank you for the suggestion, that option is checked. I tried it in both positions.
