It is not removing the effect of a #GAG as the documentation suggests
#GAG;#UNGAG
will continually eat away at your scrollback buffer instead of having no appreciable affect |

#ungag is only meant to be put into a trigger on a new line. It "undoes" the #gag effect in a trigger. If you just enter it on the command line then it doesn't work.
For example:
#TRIGGER {test} {#GAG;#UNGAG}
#SHOW this is a test
Notice that the line is not gagged. So it is working as designed. |

It seems very odd to me that this command only works when in a trigger.
Every other #command works just fine on the command line, including #GAG
Why is #UNGAG the only exception? |

It's just the way it works. It has always been like that, even in zMUD.
