How do I get it to detect new rooms if the room name has square brackets around?

[Elysien Street]
Elysien Street branches off here, splitting into the residential district to the northwest. To the southwest it continues on to the market. A small outdoor shrine lies to the southeast, squatting complacently under the shadow of the great wall. Small benches have been placed along the side of the road here for weary shoppers to rest their tired feet.
It is a chilly autumn prime's afternoon with a gentle breeze and many puffy clouds.
There are four obvious exits: northeast, northwest, southwest and southeast.

[lotus filled pagoda]
This small shrine is filled with the sweet aroma of lotus blossoms. Having no walls, the roof swoops down to four wide columns from a sharp crease, ending in two low-hanging eaves. A small stone indentation in the floor has been filled with sparklingly clear water and flowering lotus plants, while goldfish swim lazily in its shallow depths. Directly above the pond, a large open skylight allows light and weather to flow down onto the water. Low obsidian benches have been placed around the pond, which exudes an aura of peace and tranquillity.
It is a chilly autumn prime's afternoon with a gentle breeze and many puffy clouds.
There is one obvious exit: northwest.

(etc)
- I just can't seem to get it to recognise the room name it just gives the description and exits

I'd also like it to strip the weather line, if possible

Have you tried to add a trigger to help matching the room name?
#trig {^~[(*)~]$} {#tag name %1}

To remove the weather line you can use the #nomap command:
#trig {^It is a chilly autumn prime's afternoon with a gentle breeze and many puffy clouds.$} {#nomap}
