Publisher verification and digital certificate

This is probably a real off topic for Cmud, but I'm just re-installing it on a fresh copy of Vista, and I get a standard window that comes up and says "The publisher could not be verified. Are you sure you want to run this software? " then it says name: cmud126.exe and publisher: Unknown publisher. This might be a rookie question but why would zugg not work toward getting whatever certificate is necessary to become a "verified" publisher? Also why does it show unknown publisher? Is this something where zugg would need to submit a bunch of paperwork and a nice fee to microsoft to become a known publisher?
Not a huge question, just curious as I've seen this a hundred times on other software and thought "why doesn't this software company submit the necessary info to be trusted by windows?". Thanks for reading... Again sorry If I'm a bit off topic.

I haven't spent a lot of time lately to look into this, but when I checked into it about a year ago I seem to recall some rather large fees being involved.

For what it's worth, I only get this warning when executing the CMUD installer from a networked drive. When I ran it from my local C: drive that Vista is installed on, I didn't get the warning. So I'm guessing that maybe Vista has enhanced security checks for non-local disk drives?

And yes, I see this on other software too, which is also why I think it's just another way Microsoft is trying to exhort money from developers. And for a small family business like Zugg Software, affording something like this (which I also seem to remember is more of a certificate that needs to be renewed annually) can be a problem compared to what large companies can afford.

If someone knows if this has changed and if it's easy/inexpensive to fix this, please let me know.
