I want to color background without changing the fore color
 
Any ideas?

#Say test <bgcolor green>test </color> test

does not work.

How to do it with #CW or #Color?
#Substitute with with color's tags?

The way you did it before: #CW foreground,background.

#SUB <color background green>blahblah</color>
