Bug Tracking System

I may just be being dense here, but I often see "put it in the bug tracking system," but this system seems to be only open to beta testers... is there some way to submit/view reports that I'm not aware of, or do you have to be a beta tester?

You can register for it. Look at the screen closely next time.
