Winsock error

I am having trouble connecting to muds, because of of the error (Cannot create socket 10047) after the fact that my computer is a Windows 98, and I have restored Winsock32.dll. Are there other factors to why this problem occurs?
I'm also using an old but free version Zmud, that was downloaded from this website.
