now ive been running circles on how to do this and can only seem to get the bright grey color for a background when i am looking for the dark grey, am i missing something?

the help file instructions for #COLOR say how to sel the background color or to make the foreground bold, but using that i cannot seem to get it

try %ansi it will give you more options into you color and if that isn't enough for you goto #mxp. I find workin with 5ansi is eaisier than mxp but mxp will give you every color in the known spectrum.

The ANSI colors are based on the MS-DOS 16-color palette, which only allows the first 8 colors (0-7) for the background. Dark grey is actually color 8, bright black, and is only available as a foreground color.
